With a restricted delivery certified mail, the only person who is supposed to sign for the letter is the addressee. Notice how the IRS doesn't follow the rules in dealing with the postal service either.

I also had all of the mail items notarized. I used two different notaries. I gave a copy of the letter to the notary that would accept it. I had two different postal employees sign receipts indicating that they accepted the 1st, 2nd, and restricted mailings. I gave a copy of the letter to one of the postal employees. I told each person that they may give the letter to whomever they feel like after they read it.
