        The yellow highlight in the above image directs your attention to the OMB Control Number of Form W-4.

        This number is required by law on any "collection of information". The appropriate law will be examined in detail on the pages that follow this one.

        The yellow highlight in the following image directs your attention to the MISSING OMB Control Number on Form W-9.

Form W-9 does not have an OMB Control number. Somehow the collection of information on Form W-9 escapes from the provisions of the Paperwork Reduction Act of 1995. The interesting thing about the requirements of the Paperwork Reduction Act and its Regulations is the requirement that ALL the documents that do fall under the provisions of the act are required to contain this proviso:

You are not required to provide the information requested on a form that is subject to the Paperwork Reduction Act unless the form displays a valid OMB control number.

Should we assume that Form W-9 is NOT subject to the Paperwork Reduction Act, or should we examine the Paperwork Reduction Act to see what it actually covers?
